competencies, knowledge, behaviors. The capabilities mean professional development and the opportunity
to put into practice the knowledge. Our paper aims to explain the key elements of European civil servants
to develop their professional career to serve the public interest of European citizens. We analyze the
principles, the determinants and the processes involved to develop the European career as a civil servant. |
