Summary:During production and consumption of goods, economic entities emit gases into the atmosphere that create a greenhouse effect, which is harmful to the environment. The result is inefficiency, and for its elimination state intervention is a necessity. One of the ways in which a country can achieve the reduction of Greenhouse gasses emissions is through the introduction of a system of transferable permits. A disadvantage of this system is the difficulty to determine the optimal level at which the limit is set for the total amount of allowable emissions. However, within a level that is determined, it is possible to achieve efficient allocation of rights to pollute.
