Although it penalizes the consumer due to low purchasing power, this situation is an incentive to the producer. This study intends to show this from an investigation with rice growers in the south of Togo. As a matter of fact, data related to pluvial rice growing and to irrigated rice growing that are analyzed by means of the of Policy Analysis Matrix allow to conclude that the high explosion (40%) in rice prices that occurred since April 2008 has brought about improvements in profitability and competitiveness of rice production in the south of Togo. Moreover, the study has shown that the low competitiveness of local rice is not only linked with its exorbitant production cost but also with the very poor quality of the produce which does not favor its placing on the market.
