This article analyzes the consultative process of the Sustainable Development Goals, as well as the positions of countries in negotiations, divided into two groups: donor countries and recipient countries. Concerning the consultative process, a detailed analysis of the main groups was submitted, along with the structure of the negotiations and the various mechanisms that provided for an unprecedented open and comprehensive negotiating process. Furthermore, a detailed review of the countries' positions in the Open Working Group (OWG), that includes a comparative analysis of the donor country statements (traditional, new, and Arab donors) and statements from recipient countries (by region).
