The results indicate that the qualification of Attention primary health care was presented by managers through the perception changes after deployment process PDAPS. The reorganization was due to the incorporation of tools, such as mapping, host, local programming, protocols and clinical guidelines to standardize processes, actions and behaviors in Attention primary health care. In addition to incorporating tools, there is the qualification of professionals, empowering them as transformers do in health.
