Summary:The new security strategies recently adopted by a series of states have clearly and precisely considered the Armed Forces and Police roles and responsibilities under the rule of law of a normal democracy that nowadays faces a different scenario. In this context, this essay analyses the visions of Brazil and Chile related to this issue, placing the United States of America as a referent. In that sense it has been considered pertinent to review the theoretical and conceptual framework that have to be considered when the Armed and Police Forces are required or when there is a need for use them under the model of the recently installed hybrid system, where these means act in coordination, depending on circumstances. In spite of the efforts displayed, consensus about structural changes to the internal and external security and their compatibility at a regional level has not yet been accomplished.
