Summary:Cyberspace is a complex multidimensional phenomenon that requires multilateral description and complex study through an interdisciplinary approach. In this article, the phenomenon of cyberspace is considered on the basis of a socio-philosophical approach. A brief history of the formation of the concept of cyberspace and its modern positioning in Western and domestic scientific thought is presented. The purpose of the article is to consider the process of the emergence of cyberspace as a social institution, which provides sustainable forms of social relations between individuals and within social groups, and between organizations and communities. Key features and functions of cyberspace as a social institution are noted. One of the main features of a social institution is the presence of organizational and managerial entities that ensure the implementation of institutional rules and requirements. The article discusses the activities of such organizations that form and disseminate social and technical standards in cyberspace. Another important characteristic of the institutionalization of cyberspace is the development of national doctrines and strategies, international and national legislation governing public relations on the Internet and determining the imposition of sanctions in case of violation of regulations. The questions on the values in cyberspace are raised.
