The introduction of this concept at the turn of the 21st century marked a break with the established order, which was built on states. The analysis of international cultural instruments shows that the connection between community and culture first occurred in the field of human rights. The concept of ’community’ then rooted itself in the realm of the intangible cultural heritage. Finally, it spread to the whole branch of cultural heritage law at the international and the regional levels.
