The main prerequisites for a qualitative change in the urban environment are the actual needs of the population: unhindered access to the objects of the mass service system (hereinafter MSS), safe movement on transport and pedestrian routes from residential areas to gravity focuses, the possibility of orientation, barrier-free communication and communication with dispatching service organizations in emergency situations through multimedia resources [7].
