The pressure of great powers additionally disturbed the Albanians, already being embittered due to the outcome of the war. Their participation in Greek-Turkish war enabled them to keep the arms and use it against, following their opinion, culprits for the condition in which Osman Empire was being found in. It came about the increase of oppression, which Serbian diplomacy tried to settle by intensive activity. On the other hand, it occurred the process of homogenization of the Albanian people. That process was under the influence of Austro-Hungarian propaganda, to which Serbs from Old Serbia had been a main obstacle for its plans acquisition. After separate movements, it came about the assembly in Peć at the beginning of 1899. This town had been designated as gathering place since Mula Zeka lived and had a great stronghold in it - a main exponent of Austro-Hungarian politics in Kosovo villayet. The decisions of the assembly went on the politics of Prizren's League, but did not have the same strength.
