Objectived to apprehend the conception of city health counselorsusers of the Aracaju-SE about social control and identify the main difficulties faced by city health counselors-users for effective social control in Aracaju-SE. Exploratory descriptive research of qualitative with 16 representative counselors-users of the Aracaju City Health Council. Used semi-structured interview as data collection technique and content analysis to data analysis. The social control conception to most counselors-users was related to inspection function of the Councils in detriment to other equally important attributes, beyond the notion of social control understood as community control, in allusion to the social science field. Several obstacles were indicated in the social control exercise such as: problematic relationship with executive power, limiting the autonomy of the Council, deficiencies in physic and material structure and popular demobilization.
