Summary:Foundation: Currently there are limitations in the coordination between the primary and secondary levels of health, and a guideline is lacking for surgical activity in ambulatory major surgery and short stay, which has an impact on the quality of this type of care. Objective: To evaluate an organization guide and procedures for the development of major outpatient surgery and short stay in coordination with the Primary Health Care team. Methods: The guide was evaluated by expert criteria, 90 professionals with experience in the primary and secondary health levels distributed in three groups. Results: the central tendency measures related to the evaluation of the quality by indicator, presented values with tendency towards the maximum qualification. Measures of dispersion by indicators did not show any significant differences. 100% of the experts considered the proposal to be relevant and 95.6% with implementation possibilities. Conclusions: The evaluations made by the experts supported the quality, relevance and possibilities of implementation of the guide.
