Previous issue date: 2011 === Crianças e adolescentes necessitam de proteção integral e prioridade na implementação de seus direitos fundamentais individuais. A demora na tramitação dos processos judiciais constitui um grave problema da Justiça. A eficiência do Poder Judiciário em distribuir justiça está condicionada à prestação jurisdicional rápida, à efetividade do processo. As transformações sociais, econômicas, tecnológicas têm operado muitas mudanças na rotina dos Tribunais. Uma delas é a implantação do sistema de gestão da qualidade nas serventias judiciais. A qualidade da prestação jurisdicional dependerá da gestão imprimida pelo juiz na sua unidade. Diante disso, o presente trabalho destina-se a apresentar uma proposta de sistema de gestão no âmbito da Vara da Infância e Juventude de Porto Velho, Estado de Rondônia, dividido em catorze etapas: foco da organização, direcionadores estratégicos, planejamento da gestão, estrutura organizacional, comunicação, gestão de pessoas, infraestrutura, processos de trabalho, documentos e normas, registros, medição, tratamento de falhas, análise crítica e avaliação dos resultados. === Providing efficient and effective judicial review is a social and constitutional requirement. A virtuous circle can be initiated by the social demand for the improvement on the services rendered by the judiciary. The answer to this demand is needed, with the reformulation and revision of concepts, structures and organizational culture. The acting in this field impacts the legitimacy of the judiciary, and can raise it all the more satisfied the social expectations. The management concepts and their implementation should be part of judicial activities, from senior administration to the operation of the judicial unit. There is a need, therefore, for a management system that permeates all the activities. Since 1995 the Court of Rio Grande do Sul has adopted the Gaucho Programme of Quality and Productivity (PGQP) through the Quality Management Plan for the judiciary in the state of Rio Grande do Sul (PGQJ). The recent formulation of the strategic planning has brought new perspectives, goals and challenges. The concretion of the strategic objectives outlined depends on the alignment of the judicial units. There arises the importance of a management system of judicial units with elements and indicators defined, allowing the visualization by senior management of the institution's progress toward the objectives established. Lined the importance of the topic, it is proposed the presentation of the main elements of a management system of a judicial unit: direction and strategic alignment, micro planning, organizational structure, work processes, standard operating procedures, notarial routines, people management, training and leadership. The methodology to be used is suggested as well as the indicators are pointed to allow assessment of micromanagement. The Matrix Management System of the Judiciary Services (JUD-GMS) developed by the Court of Rio Grande do Sul with the advice of the National Institute of Management Development (INDG) is presented as a determinant of its planning for monitoring judicial units, comprising the management system proposed.
