Globalização e nação no século XXI

As nações tendem a perder relevância política com a globalização? Este trabalho responde negativamente e procura demonstrar que elas tendem a adquirir maior importância do que tiveram no passado. Com efeito, pela análise realizada da globalização neoliberal, a disjuntiva política crucial do novo século já é a soberania ou a submissão das nações. Partimos da premissa de que nação é uma construção política histórica realizada pelo capitalismo e que este, em cada uma de suas fases de transição, fez surgir novas nações, enquanto outras se consolidavam. Para comprovar essa tese, foram utilizados basicamente dois procedimentos: primeiro, contestar, através de uma análise crítica, a literatura acadêmica predominante, que acredita no declínio inexorável das nações em virtude da globalização neoliberal. Em segundo lugar, comparamos a situação diante do neoliberalismo, após 1979, de três grandes nações da América Latina - Argentina, Brasil e México – alicerçada pelo estudo de sua formação histórica. Para a orientação da pesquisa, adotou-se como suporte teórico a análise marxista do capitalismo articulada com a metodologia desenvolvida por Charles Tilly para a Política Comparada. As variáveis utilizadas na análise foram o capitalismo, a nação, o estado e a soberania. Com base nas mudanças já ocorridas na globalização no século XXI, estima-se que enquanto o neoliberalismo vive sua fase crepuscular as nações fortalecem suas soberanias. === Do nations tend to lose political relevance with globalization? This work answers the question negatively and aims to demonstrate that nations tend to acquire greater political relevance than they had in the past. The analyses of the neoliberal globalization shows that the crucial political disjunctive of the new century is now: sovereignty or submission of nations. Based on the premise that nation is a historical-political product of capitalism and that capitalism, in each of its transition phases, has originated new nations while others were consolidated. In order to prove this thesis, two main procedures were used: first, challenging, through a critical analysis, the predominant academic literature, which defends that nations are fated to decay due to the neoliberal globalization. Secondly, we have compared the situation in the face of neoliberalism, after 1979, of three great nations of Latin America - Argentina, Brazil and Mexico –based on the study of their historical formations. The marxist analyses of capitalism was adopted as a theoretical support and it was articulated with the methodology developed by Charles Tilly for Compared Politics. The analysis made use of the following variables: capitalism, nation, state and sovereignty. Taking into account the changes that already took place in the XXI century globalization, it can be estimated that at the same time that neoliberalism is living its twilight, nations are strengthening their sovereignties.
