O trabalho busca identificar as principais Instituições Multilaterais de Crédito – IMC suas atribuições como instituição de fomento ao crescimento econômico, focando o estudo no Grupo Banco Mundial e como sua estratégia para promoção do desenvolvimento mudou ao longo dos anos. A base teórica utilizada para estudar essa ralação é a Teoria da Agência em que se verifica o Banco Mundial, na posição de detentor de recursos para empréstimos, no papel de Principal e o Governo brasileiro, na condição de mutuário do Banco, desempenhando o papel de Agente. Estuda-se se na relação entre as partes verifica-se a existência dos problemas decorrentes da relação Agente-Principal, como a assimetria informacional e o comportamento oportunista. Procurando identificar o papel das instituições nessa relação utiliza-se, também, os pré-supostos da teoria Neoinstitucionalista. Levanta-se os principais custos envolvidos nas contratações dos financiamentos e descreve-se as principais etapas para aprovação de um empréstimo como também o detalhamento dos principais órgãos envolvidos. Tentando identificar se há um fio condutor nas ações do Banco traça-se um paralelo entre os projetos financiados para o Governo Federal brasileiros e as diretrizes estratégicas estabelecidas nos quatro Planos Plurianuais (PPA) que são sancionados no período da análise. Conclui-se ao final que as ações de apoio do Banco Mundial, em sua maioria, guardam consonância com as ações estratégicas definidas nos PPA’s do período, porém é necessário que se verifiquem os interesses que norteiam a contratação dos empréstimos junto as IMC’s, em especial o Banco Mundial. _______________________________________________________________________________________ ABSTRACT === This paper performs a study about the relationship between Brazil and the World Bank aiming to identify the role of World Bank development aid by the Brazilian Government in the period 1996 to 2010. The study seeks to identify the main multilateral lending institutions, their role as BMI institution fostering economic growth, focusing on the study on the World Bank Group as its strategy for promoting development has changed over the years. The theoretical basis used to study this grating is the theory of agency where there is the World Bank in the position of keeper of resources for loans, the role of Principal and the Brazilian government, provided the borrower of the Bank, playing the role of Agent. We study on the relationship between the parties there is the existence of problems arising from principal-agent relationship, such as information asymmetry and opportunistic behavior. Trying to identify the role of institutions used in this relationship is also pre-supposed the neo-institutionalist theory. Rises the main costs involved in hiring of finance and describes the main steps for approval of a loan as well as the breakdown of the main organs involved. Trying to identify if there is a thread in the Bank's actions draw a parallel between the funded projects for the Brazilian Federal Government and the strategic guidelines established in the four Multi-Year Plans (PPA) that are sanctioned in the period of analysis. It was concluded at the end that the actions of World Bank support, mostly, keep line with the strategic actions defined in the PPA's period, but it is necessary to check the interests that govern the hiring of loans from the IMC, especially the World Bank.
