Desproteção social no âmbito da dinâmica dos serviços do SUAS : um estudo a partir da realidade cotidiana das famílias atendidas no CREAS

Este estudo é produto de um processo investigativo que se ocupou em debater sobre a desproteção social enquanto um elemento que amplia a discussão da vulnerabilidade social apresentada pelos documentos oficiais da Política de Assistência Social e possibilita uma aproximação com a realidade social das famílias e indivíduos atendidos pelo CREAS - Centro de Referência Especializado de Assistência Social. Esse debate possibilitou aprofundar a compreensão sobre o sujeito que a assistência social se propõe atender, sendo aquele inserido em um contexto de violação de direito, especialmente, pela ausência ou ineficácia da proteção social advinda do Estado, que estabelece um cenário em que o binômio da desproteção/proteção pública está em constante debate e tensão, pondo em risco a garantia e o acesso a direitos sociais. Com isso, a discussão proposta neste estudo, permitiu uma aproximação entre a desproteção e a proteção social, considerando uma relação complexa e necessária à otimização das provisões da política de assistência social. Ao estabelecer nexos entre as trajetórias de vidas dos sujeitos atendidos no CREAS, foi possível reconhecer a relação entre a complexidade das demandas que chegam para este serviço, e a oferta de atenções, revelando não apenas as dificuldades cotidianas, mas também as implicações da conceituação exposta nas normativas, sobretudo as referentes ao campo definidor do público alvo. O embasamento teórico que sustenta esta pesquisa teve como ponto de partida as considerações conceituais referentes à vulnerabilidade social, acrescidas do debate da desproteção social, essa inclusão teve por pressuposto a necessidade de adensar a leitura da realidade social e cotidiana trazida aos serviços da política de assistência social. O tema da desproteção não apenas insere-se na lógica multidimensional da pobreza, mas sobretudo, lança luz sobre a responsabilidade estatal em proteger, facilitando a incorporação da égide do direito tanto nos operadores da política de assistência social, como de seus beneficiários. O caminho da leitura conceitual exigiu uma breve discussão da questão social, da insuficiência do acesso a bens e serviços, da violação de direito e das compreensões e vivências diante deste contexto desprotetivo, o que tornou imperativo o debate sobre a proteção social pública enquanto direito e a responsabilidade do Estado, tendo como circunscrição os ditames legais e norteadores que direcionam o trabalho do CREAS, sendo esta a unidade sobre a qual esta pesquisa se debruçou para a coleta de dados. As informações foram obtidas por intermédio de entrevistas semiestruturadas e grupo focal, realizadas com 8 famílias que são atendidas no CREAS por terem crianças e adolescentes em situação de violência. Além desses sujeitos, também foram envolvidos 6 profissionais que desenvolvem o trabalho desta unidade de serviço e que tem intrínseca relação com as mulheres entrevistadas. A conclusão apresentou a análise das principais desproteções sociais vivenciadas ao longo da história de vida das mulheres e de suas famílias e a relevância desse tema para a qualificação dos serviços socioassistenciais, sobretudo nesse estágio de desenvolvimento da política de assistência social. Após uma década de sua implantação, com a rede já instalada em todo o território nacional, tornou-se urgente incorporar as especificidades das diferentes demandas a partir da visão e vivências de seus destinatários, mas sobretudo, reconhecer de forma central o direito à proteção e a responsabilidade pública e federativa sobre essa garantia. === This study is a product of an investigative process that was concerned to discuss about social unprotection as an element that enlarge the discussion about social vulnerability showed by official documents of the Politics of Social Assistance and it allows the approach with the social reality of the families and individuals attended by CREAS – Reference Center Specialized of Social Assistance. This debate allowed to deepen into the understanding of the subject that the social assistance proposes to attend, being that one inserted in a context of rights violations, especially by the absence and inefficiency of social protection caused by the State, that stablishes a scenario where the binomial public unprotection/protection is in constant discussion and tension, putting at risk the assurance and the access to social rights. With this, the discussion proposed in this study has allowed an approach with the unprotection and social protection, considering a complex relationship and necessary to improve the political provisions of social assistance. By stablishing nexus between the trajectory of life of the people attended by CREAS, it became possible to recognize the relation among the complexity of the demands that arrives to this service, and the attention offers, revealing not just the quotidian difficulties, but also the implications of the concepts exposed on the normatives, mainly regarding the definer field of the public target. The basement theory that sustains this research had as a starting point the consideration of concepts regarding the social vulnerability, added from the debate of the social unprotection, the purpose of this inclusion was the necessity to densify the reading of quotidian and social reality brought to the services of the policies of social assistance. The topic of unprotection not just inserts itself on the multidimensional logic of poverty, but above all, lights up to the responsibility of the State to protect and to make the incorporation easier of the rights of the people who operate the policies of social assistance as for the ones who benefits from them. The way of concept reading demanded brief discussion of the social question, the insufficiency of the access to goods and services, the violation of rights and the understanding and experiences in front of this unprotected context, that turned imperative the debate about the public social protection as a right and as a responsibility of the State, having as a circumscription legal dictations and guidances that direct the work of CREAS, being this entity object of research with the sole purpose to collect data. The informations were obtained by the mediation of semistructured interviews and focal groups, made with 8 families that are attended by CREAS because they have children and teenagers in violence situation. Despite these people, there were also 6 professionals involved that develop the work of this entity’s service and that it has an intrinsic relation with the women that were interviewed. The conclusion showed the analysis of the main social unprotections experienced throughout the history life of women and their families and the relevance of this topic for the qualification of the social assistance services, mainly on this stage of development of social assistance policies. After a decade of the implementation, with the network already installed throughout the whole country, it became urgent to incorporate the specificities of differents demands based on visions and experiences of the recipients, but especially, acknowledge in a central way to have the right to protection and the public and federative responsibility regarding this assurance.
