Os ResÃduos da ConstruÃÃo Civil e Suas ImplicaÃÃes Socioambientais e EconÃmicas na Cidade de Fortaleza-CE

CoordenaÃÃo de AperfeiÃoamento de NÃvel Superior === O acelerado processo de urbanizaÃÃo, aliado ao elevado nÃvel de consumo da sociedade tÃm gerado graves problemas em relaÃÃo ao grande volume de resÃduos que sÃo produzidos e à ausÃncia de Ãreas especÃficas para a destinaÃÃo dos mesmos. Nesse contexto, a indÃstria da construÃÃo civil se destaca como a maior geradora de resÃduos da sociedade atravÃs das atividades de construÃÃo, reformas e demoliÃÃo de edificaÃÃes e infra-estruturas urbanas. Este trabalho analisa as implicaÃÃes socioambientais e econÃmicas causadas pelos resÃduos de construÃÃo e demoliÃÃo (RCD) na cidade de Fortaleza, CearÃ, partindo-se da conjectura de que as autoridades competentes nÃo destinam um manejo adequado e eficiente aos mesmos. Para atingir os objetivos da pesquisa foram realizados: levantamento bibliogrÃfico; aplicaÃÃo de questionÃrios; entrevistas; visitas aos aterros licenciados e clandestinos de RCD; à Usina de Asfalto de Fortaleza; Secretaria Municipal de Meio Ambiente e Controle Urbano de Fortaleza (SEMAM); Usina de Reciclagem de Fortaleza (USIFORT); Empresa Municipal de Limpeza e UrbanizaÃÃo (EMLURB); FundaÃÃo de Desenvolvimento Habitacional de Fortaleza HABITAFOR e ao Sindicato da IndÃstria da ConstruÃÃo Civil do Cearà (SINDUSCON). Os dados foram tabulados, analisados, interpretados e apresentados em tabelas e grÃficos, utilizando tÃcnicas de estatÃstica descritiva e inferencial. Verificou-se que o municÃpio de Fortaleza possui diversas Ãreas clandestinas de destinaÃÃo de RCD que causam graves impactos ao meio ambiente e Ãs populaÃÃes que residem no entorno dessas Ãreas. O municÃpio nÃo està equipado para realizar, efetivamente, a gestÃo do grande volume de RCD gerado e de valor ainda desconhecido. NÃo existe compromisso por parte dos geradores e transportadores quanto à destinaÃÃo adequada dos mesmos, a usina de reciclagem existente em Fortaleza nÃo pertence à Prefeitura, alÃm de ser subutilizada. Embora o municÃpio disponha de um Plano de Gerenciamento de ResÃduos da ConstruÃÃo e DemoliÃÃo, desde o ano de 2006, ainda nÃo foi executado. Espera-se que esta pesquisa estimule e subsidie a adoÃÃo de polÃticas especÃficas e eficientes de gestÃo de RCD em Fortaleza, de modo a minimizar os impactos socioambientais, econÃmicos e garantir a sustentabilidade. === The accelerated process of urbanization, allied to the high level of consumption of the society has caused serious problems concerning the great quantity of residues which have been produced and the lack of a specific area to get rid of it. In such context, the industry of civil construction is known as the greatest producer of waste in the society through the construction activities reformation and building demolition and urban infra structure. The aim of this work is to analyze the environmental and socio-economical implications caused by Construction and Demolition Wastes (CDW) in the city of Fortaleza, CearÃ, departing from the conjecture that the competent authorities do not appoint to an appropriate and efficient handling for them. In order to reach the goals some steps were taken: bibliographical survey; questionnaires; interviews; visits to the licensed and clandestine embankments CDW; to the asphalt plant of Fortaleza; the SEMAM (Municipal Department of Environment and Urban Control of Fortaleza), Recycling Plant of Fortaleza (USIFORT); The Municipal Company of Cleaning and Urbanization of Fortaleza (EMLURB); Habitation and Development Foundation of Fortaleza HABITAFOR and the Industry and Civil Construction Union of Cearà (SINDUSCON). The data were tabulated, analyzed and interpreted in tables and graphs, using descriptive and inferential statistical techniques. It was then verified that the municipal district of Fortaleza has several clandestine areas which are destined to construction waste which cause several serious impacts to the environment and to the populations which inhabit the surrounding areas. The city is not equipped to manage such a great quantity of produced waste whose value is still unknown. There is no compromise from the producers neither from the ones who transport the waste concerning an appropriate destination for them. The recycling plant from Fortaleza does not belong to the city hall and besides it isnât used appropriately. Even though there has been a Management Plan for the Construction and Demolition Waste, since the year 2006, such plan hasnât been carried out yet. We hope this research may subsidize and stimulate the adoption of specific and efficient construction waste management policies in Fortaleza so that it can minimize the socio environmental impacts and to ensure sustainability.
