No. of bitstreams: 1 000444123-Texto+Completo-0.pdf: 1028154 bytes, checksum: 58940a9412e658f70aa6254935de1ec1 (MD5) Previous issue date: 2012 === The process of subjects homelessness adults and families living on the streets, the deployment of SUAS in the city of Porto Alegre and its inserting these from the interface of Basic Social Protection and Special Social Protection is the central question of this dissertation, which has reflects on how the legal documents, that are directed to the Homeless Population, and they approach the subject of Process of Homelessness adults and families who are in this condition, considering processes of prevention, protection and social inclusion of this population segment. Therefore, there was documentary analysis in the documents establishing the National Social Assistance/PNAS and Unified Social Assistance System/SUAS, the National Policy on Population Inclusion of Homeless/PNIPSR, and the Municipal Plan to Combat Homeless/PMESR, which was supplemented by records of supervising and monitoring conducted in FASC, along with services that cater to this population. In the present study we used the dialectical-critical method, and the results show that it is necessary to mediate the dialectic view regarding social phenomenon, that takes shape in the homelessness process, overcoming a static reading of this process. It is necessary to recognize it as the product of multiple constraints, expressions of social issues. It is configured in matters multifactorial, with the time in which this condition is important category for analysis. The attempt to contribute to this discussion by suggesting concrete alternatives in the deployment of SUAS, to change the relationship between the interfaces shields was also highlighted in this study. It points up a significant difficulty in this dialogue, with a clear need to extend this debate shows that still fragmented and fragile little daring, especially with regard to the provision of services in both protections, to increase the effectiveness of care directed at these subjects. === O Processo de Rualização de sujeitos adultos e famílias em situação de rua, a implantação do SUAS na cidade de Porto Alegre e sua a inserção desses a partir da interface das Proteção Social Básica e Proteção Social Especial é a questão central da presente dissertação, que tem como objetivo refletir sobre como os documentos legais que se direcionam à População em Situação de Rua, e como abordam o Processo de Rualização de sujeitos adultos e famílias que se encontram nesta condição, contemplando processos de prevenção, proteção e inclusão social a este segmento populacional. Para tanto, realizou-se análise documental nos documentos que instituem a Política Nacional de Assistência Social/PNAS e o Sistema Único de Assistência Social/SUAS, na Política Nacional de Inclusão da População em Situação de Rua/PNIPSR, e no Plano Municipal de Enfrentamento a Situação de Rua/PMESR, o que foi complementado por registros do trabalho de supervisão e monitoramento realizado na FASC, junto aos serviços que atendem a esta população. Na presente pesquisa foi utilizado o método dialético-crítico, e os resultados demonstram que é necessário mediar a visão dialética a respeito do fenômeno social que se configura no processo de rualização, superando uma leitura estática desse processo. É necessário reconhecê-lo como produto de múltiplos condicionantes, expressões da questão social. Configura-se em questões multicausais, tendo o tempo em que se está nesta condição categoria importante para análise. A tentativa de contribuir com essa discussão, sugerindo alternativas concretas na implantação do SUAS que altere a relação de interface existente entre as Proteções também teve destaque neste estudo. Aponta-se uma dificuldade significativa nesta interlocução com clara necessidade de ampliar esse debate que se mostra ainda fragmentado, muito frágil e pouco ousado, principalmente no que se refere à oferta de serviços em ambas as proteções, para ampliar a efetividade dos atendimentos direcionados a esses sujeitos.
