In the 1990s, the New England Medical Center negotiated with the City of Boston to build a parking garage on Parcel C in Chinatown, land which had previously been promised to Chinatown residents for a community center. The Chinese Progressive Association helped form the Coalition to Protect Parcel C, which was instrumental in halting the New England Medical Center's plan.
