Nevertheless, it is important to bear in mind that foreign aid policy is an integral aspect of the broader category of foreign policy. Indeed, it may well be possible that if foreign aid policy were emphasized more by global powers, foreign policy would not rely so heavily on military might. In order to fully comprehend the general insufficiency of need-based aid in the world today, it is of course necessary to understand the history and politics involved in the making of foreign aid policy in the United States of America. The world's greatest economic and military power is also the pioneer of modern foreign aid and still today is the world's greatest donor of foreign aid.
