Educational Leadership Educational Theory Perceptual Congruence Leadership Superintendent Principal Relationships To date, perceptual congruence (PC) between principals and superintendents is lacking exploration in detail in the field of educational leadership. To address this gap, the intent of this proposed study is to develop a valid instrument that can measure PC and thus offer insights for policy development and future research. The extant literature emphasizes each role separately as playing an integral part in student success as an instructional leader but nothing on how these two roles interact and influence achievement levels and school effectiveness (cf. Chan, 2001 & Cudeiro, 2005).
