Summary:碩士 === 淡江大學 === 美國研究所 === 79 ===   Due to the development of economy, the progress of medical treatment, and the reduction of birth rate, American population has presented an aging situation at the beginning of 20th century. Moreover, because of the popularity of individualism and the change of family structure, the gravity of American old people problem has become more and more serious. In order to give appropriate preferential treatments to the aged, American federal government has applied lots of policies and programs to relieve their economy and health straits.   Since the enactment of Social Security Act in 1935, the American aging welfare policy has developed for sixty years. It has become the most important part in the area of social security and the domestic policy. In spite the aging welfare policy extended very rapidly in the 1960s, it will face the imminent pressure of "Baby Boom" generation retirement in the coming of next century. How to solve this complicated problem depends on whether the American federal government can design the aging welfare policy properly or not.   It's a necessary tendency that American old people will increase in the future. This fact will be a burden to American society and affect the politics, economics and culture of United States. How to diminish the burden which results from the rapid increase of the aged is a significant matter for American administration.
