The on-ramp metering, as general aknowledged, is an effective measure to protect the service level of the freeway not to be ting wrose. So the Ministry of Communications (MOC) put the ramp metering into practice in order to improve the operational perfor -mances of the freeway. Nevertheless MOC did not consider those adjacent signalized surface intersections in the beginning. There -fore the queue length of on-ramps is always so long as to affect through traffic operations of adjacent surface streets. Then near -by the regions soon become new bottlenecks. For this reason, it is necessary to integrate the ramp control with adjacent surface intersections signal control. Besides, in order to assess the performances of the coordinated control plans. this research modifies an urban network micro- scopic traffic simulation model which was built by Dr. L.C. Lee in 1992 and combined with newly collected traffic data of both on -ramps and off-ramps and analyzes the traffic characteristics and calibrates traffic parameters as well. Then a new diamond inter- change microscopic traffic simulation model has been established Finally, the optimal fixed-time coordinated control plan has been determined by an analysis of mathematical programming.In the following, a simulation test of the coordinated control plan demonstrates fairly good operational performances in both high- level and middle-level flow situation.
