At the same time, The National Defense Report, 1993-1994, contains the future goals of the manpower. The very important subject is how to untilize resources efficiently and how to build efficient arms to defend our country. The motivation of study is how to planning the structure from now to the furture manpower'' s goals. Using a model to provide a method for manpower adjustment is the purpose of our study. And offer an example of the adjustment of the Army junior officer. Using Analytic Hierachy Process, Delphi method to give weights by experts and Goal Programming to seek multi-goals are the methods of our study. It''s a prototype to the adjustment model of the Armed Forces. In our study, we use a software, named TORA, to slove the adjustment model of the Army junior officer in different goals and factors. The model is a concept for the adjustment of. long-range Armed Forces manpower.
