Summary: | 碩士 === 國防管理學院 === 資源管理研究所 === 82 === The purpose of this thesis is twofold: (1)to eatablish strategies for selecting the most appropriate force acquisition portfolio, and (2)to develop a four-quadrant graphical approach for performing the trade-off analysis. The Naval Second Generation Warship of the Republic of china is used to illustrate the mainpoints of the thesis. In this study, we integrate the life cycle cost with the force acqui-sition portfolio and develop two models,assuming the war force requirements and expenditure budget constraints be satisfied at the same time. In the integrating model I, we use goal programming method to search for an optimal force acquisition portfolio first. we then construct a life cycle cost recursive formula for this portfolio. By minimizing total-expected discounted life cycle cost, the model generates an optimal recruiting strategy for maintenance man-power. The model I does not incorporate the life cycle cost factor in the decision process, thought the operationand maintenance cost of a weapon system constitutes 60-80% of its total life cycle cost. The integrating model II searches several feasible force acquisition port-folio alternatives and develops the life cycle cost recursive formula for each alternative.The most appropriate force acquistion port-folio is determinied by comparing the ratio of force to cost for each alternative. Finally,an illustraing example is given.
