This is because most commercial TV are watched on conventional TV and can't be replaced in years, which means the commercial program, the support of TV management and maintenance, most keep being aired to the conventional TV. As a consequence, the compitibility must be fulfilled for a new TV systems for transition. So we suggests a compressed encoding method applied on High Definition Television (HDTV). The purpose of using this compressed encoding method is to use in line with the present NTSC television system to receive a HDTV signal, and to achieve high compression rate. For optimizing the present television system to achieve HDTV system, the image compression method is applying Kalman filter to image decoding, whereby the HDTV signal is separated into compatible and augmentation signals. The compatible and augmentation signals provide the source of measurement model and signal model from the Kalman filter model, respectively. The compatible part is not compressed and is processed by NTSC standard. The augmentation part is aimed to achieve high compression ratio by exploiting the "system parameters". The system parameters is got from the signal model of Kalman filter model and represents the linear relationship of brightness between the pixel and its surrounding.
