DEA provides a measurement of relative efficiency for decision making unit (DMU) involved and indicates sources and magnitudes of inefficiency if they exist. In this article, a questionnaire is designed to take the primary data from government-owned enterprises'' computer center (or information department), after relevant variables screening and modeling analyzing of different variables'' combination and then the best assessment model is chosen for deeper analysis. The results of this study are as follows : 1. For assessing model- We provide seven assessing factors. The input dimension contains four factors : Total salary of information department, training expenditure of information department,training expenditure of IS end- users, and information related expenditure. The output dimension consists of three factors : Total revenue of the company,loading/utilization ratio of computer systems , and users'' population. 2. For managerial explanations and suggestions- First, this study identifies the sources and magnitudes of inefficiency for each DEA through analyzing its total efficiency, technical efficiency, and scale efficiency.
