The object ive of this paper is to study the dispatching and deployment of the traffic policemen and try to develop a general model for imp roving the rules is described. For analytical reason, the dispatching is qualitatively clas sified into two parts: regular duty and sudden assignment. For r egular duty, two points are discussed, the first is to establish the dispatching rules for the traffic control and arrangement i ntersection and road segment; the other is to develop the criter ia and method for the traffic patrol based on the location of pa trol point and route. Both are aiming at increasing the mobility of policemen and achieving the preventive effects. Two methods are considered to standardize the personal judgement deviation c aused by the duty officer when they make decisions. One is to us e heuristic rules and scientific management theories to quantiti ze and standardize the quqntiziable part of the judgement and us e the logics to induce the rest. Through these analysis, a gener al model is established. The model developed in this research can reduce the subjecti vity and deviation in the decision-making process when dispatchi ng the policemen. Also, it is believed that this model can be ex tended and implemented in the study of computer aided dispatchin g system for the automation of the police administration.
