碩士 === 淡江大學 === 日本研究所 === 82 === The idea, to separate the banking and securities industry with regulations, has been accepted in Japan for years. But there always existing a contradiction between the regulations which upholds the banding order as well as the banking agencies which take polygonal running strategy within economy of scope. So, how to find out the best regulative scheme which meets various needs becomes the most important issue in the financial history of Japan after World War Ⅱ. Japanese government modify the correlative regulations in 1981 and 1992. It asserts "business branch companies" as the most appropriate mode both for the bankers and securities who can participate each others’ business. Thenceforth, the unceasing dispute made by the banking and securities industry is settled and it also makes Japanese banking facilities strengthen their adaptability to follow the treads of the world in the future. At present, Japan still faces some problems on this issue, such as it is difficult to execute the supervision of the mode and some of the regulations are not transparent enough. Nevertheless, Japanese government still takes a meticulous attitude and insists on the separatism in the course of termless legislative modification. This experience should be a good lesson for the policy-making agency which attempts to follow the tread of the world and to build up a universal banking system for the banking facilities in Taiwan.
