碩士 === 淡江大學 === 歐洲研究所 === 82 === The important issue of coordination of social security is more than often overlooked under the massive effort of European intergration, when in fact social security have become the major problem confronting members of the European Union, with the potential of disrupting the financial and economic stability of individual nations. While each member nation is dealing with its own burdens of social security, work is in full progress on the intergration of an united Europe. Therefore it is important to carefully scrutinize the pros and cons of individual systems and forecast the impact it will have in the European Union. Solutions must be sought prior to intergration to avoid irrepairable damage. This theses is divided into four chapters: Chapter 1: Define the concept of social security; introduce the systems in the twelve member nations. Chapter 2: Discuss on the necessity of coordination of social security with emphasis on its significance, purpose and goals. Chapter 3: Introduction of the regulation on coordination of social security in the European Union, using regulation No. 1408/71 as blueprint. Chapter 4: Evaluate how the coordination of social security is being implemented in the European Union, and discuss the prospects of social security coordination from the perspective of "Social Europe". Through the course of institution and development of coordination of social security in the European Union, it is not difficult to realize that while coordination has a positive effect towards a common market, many nations are discouraged by the financial difficulties it may entail, so that the general attitude towards implementing and enforcing coordination regulations have become both cautious and conservative.
