First of all, itboratges on the division of labor between the two departments and their decision-making interaction. Secondly, it analyzes the operation of Taiwan's administrative and legislative systems and probes into the factors whiuch affect their interaction: political parties, interest groups, massia and public consensus. Furthermore, it utilizes the research results and relating documents to explain on Taiwan's policy toward China. It analyzes the interaction between the administrative and legislative departments during the process of development of Taiwan's policy toward Mainaland China. It also indicates how Taiwan's policy toward Mainland China is effected by international environment and the political, economic andial situation in Taiwan. The process of interaction between the administration and legislative departments is dynamic. Thus this passage studies on the "Ku-Wang Meeting" and the Law Governing the Relationship between Mainland China and Taiwan people. It discusseson the confrontation, dispute and compromise between the twoartments through case studies so that the overall studywill be more concrete and explanatory.
