The traffic flow of motorcycles 、 cars medium trucks 、 and heavy trucks, the widths of roads, the of the surrounding buildings, the distance between observer and centerline of traffic flow, the observer-equivalent lane etc. were taken into account in this model. Field measurements at 30 sites, 15 at one-way lanes and 15 at two-way lanes, in sites of Taipei, Keelung, and Tamsui to obtain the information as input variables for the model. The results show the model can successfully predict L10(the sound pressure that is exceeded 10% of the measurement time) and noise level). Through comparison, the results of the predicted the field measurements L10 and Leq have a different of only 2 to 3 dB(A). The restrictions of the model are (1) the number of vehicles in the traffic flow must less than vehicles/hr in one lane and must greater 1000 vehicles/hr, and the ratio between the mean height of the surrounding buildings the mean width of the roads must be greater than 0.75.
