competencies of training personnel in bussiness within
Taiwan. 88 educational training experts was identifed
and their perceptions regarding this information were sought
in a modified two rounds Dephi process. A competency
model for training personnel is established based on the
study result. The investigation was conducted by questionnaire
survey. The questionnaire for training personnel
competencies comprised seven parts: ⑴Analysis,⑵Design, ⑶
Development, ⑷Implemetation ,⑸Evaluation,⑹Management, ⑺
Marketting ,with 47 items totally. The major findings of this
study are : 1.Among 47 competencies, Expert Panel ranked from
important to very important and reached high consensus on 32
items, middle consensus on 15 items. 2.The top ten competencies
are: ⑴Analyzing training courses , ⑵Determining training
objectives,⑶Identifing training needs,⑷Lecturing skills,⑸
Selecting trainer,⑹Mastering instructional interaction, ⑺
Analyzing the internal enviornment, ⑻ Building the internal
relationship, ⑼ Evaluating the learning outcomes , and ⑽
Evaluating training effectiveness.
