Not only community parks and other recreationalareas can provide leisure utility to the people, National Parks also fulfillthe same purpose. Therefore, besides the function of ecological education,National Parks also play the important role of leisure activities. However,the recreational effects are non-market goods which price can not be obtainedfrom the real markets. The values of recreational effects must be evaluated bythe non- market goods valuation approach. This study employes the travel cost method(TCM) and the contingent valuationmethod(CVM) to estimate the recreational effects of Shei-Pa National Park. TCMassumes that the cost, which includes travel cost , time cost,fees, fuels, foods,lodge, etc.,of visiting Shei-Pa National Park is the price of using recreationaleffects provides by the park. Thus,the estimated demand function of recreationaleffects can be obtained from the regression between the costs and visiting times.Then, the values of recreational effects can be measured from the function.CVM provides a questionaire to ask the potential users of Shei-Pa National Park.From the answers of survey, the hypothetical market of recreational effects canbe built up. Then the willingness to pay of each response can be treated as thevalue of recreational effects. From this study, not only the different resultsof each approach can be obtained, the comparison between two methodsare also provided. This study prove that TCM and CVM are both appropriate approaches to evaluatethe recreational effects of Shei-Pa National Park. However, the value ofrecreational effects of the Park by using TCM is much higher than the value ofCVM approach.Therefore, this study concludes that the people who really visitingthe Shei-Pa National Park have more evaluation than the potential visitors.
