The platoon grows easily and the service leveldeteriorates quickly when the traffic increases during holidays. The funding is limited. How tocost- effectively improve this route becomes an important issue. This study projects the traffic demand for next 20 years. Traffic data are collected by V8 andportable vehicle detectors. The traffic volume of each hour in a year is obtained. The 30th highesthourly volume is about 1200 vph. Three design hourly volume are studied. The improvement projects of passing lanes are developedbased on three different service levels, 70%, 75%, and 80% of following. The measures ofeffectivenes include average travel time, average following time,and average numbers of overtakings.Drafting the passing-lanes projects by TRARR Simulation Model, the results show that the mostcost-effective design is based on service level of 80% of following and design hour volume of 800 vph. This study obtains an cost effective improvement project for the two-way two-lane highway. Theresults show that the improvemnt based on the 30th highest hourly volume is overdesigned on thestudied road.
