It was adopted to complement the requirements of project environmental impact assessment. Itis intended that PEIA be used as an important tool in the decision makingprocesses of government public policies which are adopted to achieve Taiwan'' ssustainable development. This study used public policy decision making processes as an analytical tool and discussed if and how PEIA can be appliedat each step of the five-step public decision-making process: problem identification; policy formulation; policy adoption (legalization); policyimplementation; and policy evaluation. It is proposed that PEIA be usedtogether with consideration of other important factors in the public policydecision making process. This study first reviewed the current pratices ofPEIA of many European countries and USA and California State and proposesadapt them to Taiwan''s situations and develop Taiwan''s own PEIA. It is proposed that a Council of Environment (COE) be establishedin the Executive Yuan. COE will develop guidelines for the implementationof PEIA, thus enabling and requiring the decision makers to consider theirproposed policy''s environmental impact when they formulate,adopt,implement,and evaluate a policy. Legislator of the legislative Yuan are also requiredto consider environmental impact when they enact laws and adopt budgets. AGovernment Policy Environmental Impact Assessment Table will be developedby COE to allow for a gerneral assessment of a proposed policy''s environmentalimpacts (ecological impact). This table will be first completed by the agencyproposing a policy and be integrated into the currently existing policy decision making procedures which evaluate the need, feasibility, and benefitsof the policy. To facilitate integration, a second table called GovernmentPolicy Decision Environmental Impact Assessment Table in proposed. This tableallows for the evaluation of proposed policy''s impacts on politics, community,culture and economy as well as on the natural environment. Through promoting public participation such as public hearing and theuse of possible future enactment of citzen''s suit provisions in the environmental laws, it is hoped that PEIA will be effectively implementedwhen a government agency proposes to adopt a policy which may cause adverseimpacts on the environment.
