With the dramatic change, the variety of values system make them renew the social resources allocation. In comprehensive views both of finical and human resources, we can see a trend which the input in military system has been decreased, although the situation is unavoidable in the option process. Unfortunately, the output of military system has deterio-rated, too. Furthermore, the military role following the uncertainty trend fades his image. Owing to bad interaction between military sys-tem and social system, the military problems always happened. Especially, the acquisition of manpower of the Noncommissioned Officer (N. C. O.) is more difficult.   In order to solve the serious problem, some papers generate a lot of views but no focus on it. In fact, the hard lesson that can''t be solved completely by a signal method. So, we use system dynamics methodology as a pivotal foundation, through systems thinking approach, pass by theoretical support of sociology, mass communication, organizational behavior, population dynamics etc., understand what reasons of problems of military system and social system, and, clarify the issue of the differential ideas between two systems. With a system dynamics model we can make sure the relationship between the two systems and their sub-system, and through a manpower policies experimental laboratory to test and find the key point in accordance with the solution of problems. We hope this study can give a contribution to future military manpower policies and social support policy decision-making. According to this paper, we find out that we have to improve something, one is from the interior of military system to promote the N. C. O. occupational prestige, it is also an vary important point for military organizational change. The other is the policy of profit, to raise their income and so on. If these well done, we think the quality and quantity of enlister for the N. C. O. can attain the purpose of the project of decade''s military strength reconstruction.
