Brazil, Israil, India, Egypt, South Africa, South Korea, and especilly he Mainland China have all built up extensive domestic arms industry, and many have aggresively marketed their weapon abroad. Many of these countries able to offer a broad selection of military equipment, from small arms to combat aircraft, and the quality and technology of these systems are often quite high. The easy availability of such higher-capability arms promises to have a major effect upon the regional military balances and security situations in several parts of the Third World . In spite of possessing the same capability, the Republic of China's arms export were not permitted because of our being subjected to politics and military consideration. Nevertheless, in the future, be capable of deve loping our defense industries and safeguarding our interests. We should engage in arms export.   We decide to enter a foreign market must make an important strategic decision on which entry mode to use for that market. By employing Transaction Cost Teory and it's analytic structure, this study offers the independent and joint influence of factors on the choice of an entry mode and established an eclectic framework of our arms system's entry mode choices under different market situations.
