It solved the pollution problem by huge capacity of dilution in the Ocean and lower con- centration of pollutants. Because the Ocean have infinite capac- ity of dilution and the cost were cheaper in operation for a long time, it has the developmental potentiality in treating wa- stewater in the future. But inproperty operation and weak design will cause the secondary pollution in coastal zone , so there are many engineers still devote themselves to this study today. This paper extends Chen and Yuan's(1996) three dimensional numerical model, to establish three dimensional finite differe- nce turbulent diffusion model which solves Reynolds Average Navier-Stoke eqution and Diffusion eqution for simulating the change of flow field and pollutants in process of discharge.
