The first step applied Multiple Constituency Approach with comments from air transportation industry, C.K.S. International Airport, some professionals , and related Government organizations as inputs, to find out the key success factors for Taiwan to develop passenger hub. The second step is to survey the most important and the least important indicators by questionnaires completion by airlines who operate international aviation routes. The results show: I. The 31 indicators from the first step, if were categorized with object assumption, can be grouped as five key success factors: environment, airport plan, joint transportation, organization, and long-term plan of developing air hub. II. Nine most important indicators were found from the questionnaire completed by airlines: (1)Government efficiency; (2)Revision of related laws; (3)Information system provided by airport; (4)Capacity of airport for airplanes'' taking-off/ landing ; (5)Aviation control system may bear intensive transportation flow; (6)Abundance human resource on air transportation and aviation management; (7)Simplification of VISA processing for short-term stays; (8)Facility of airport may fulfill the needs of airlines'' operation; (9)Time efficiency in inspection on exit/enter formalities. The six less important indicators are: (1)Large space for passenger terminal building; (2)Opening the regulation for a second aeronautics ground service supplier; (3)Providing multiple airport services; (4)Privatization of airport; (5)Building a second international airport in southern area of Taiwan; and (6)Offering commercial activities/services around airports.
