The study is based on the structure of“Comparative Management Model”, and the data are collected from literature, questionnaires, interviews and observations. Using descriptive analysis, comparative study, empirical study and simple statistics as analytical tools, the results are excerpts as follows: 1.Constrained by the external environment and limited resource, the managerial performance in Taipei city was only 26.37%. If the government provides genuine incentives, the performance could reach more than 46%. 2.In 1993, the estimated number of the hawker''s was 66,323, which increased than previous years due to the economic growth and urbanization. People from rural areas, structural or frictional unemployment, tertiary industry, or venders in the traditional markets become the hawker''s. 3.The maximum number of the hawker''s ranges from 11,325 to 40,027 in Taipei city. The tax eluded by the hawker''s was approximately NT$500 million. The hawker''s have created so many problems such as pollution, noise, traffic jam, and destroy scenery of Taipei city, that Taipei residents bear a great social cost more than NT$ 1.2 billion a year. 4.The venders in traditional markets could not compete with the surrounding hawker''s, therefore, the capacity is 28.12% empty. However, there is an obvious coexist relationship between the hawker''s and the traditional markets. 5.The nonperformance of managing the hawker''s in Taipei is due to: the functional differentiation of the organization, the inactive attitude, the loose prosecution, the ambiguous policy, the incomplete regulation and system, the weak feedback system, the time lag, the manpower shortage, the unclear opinion of the people..and so on. 6.There are effective ways to solve the hawker''s problem: the overall investigating, setting up responsible authority, enforcing education and training, studying regulations, establishing management system, realizing the performance feedback, the thorough rational analysis, increasing manpower, strengthening the study and development, improving education and culture forming, building up performance management system...and so on. 7.In the future, the exclusive organization will need 533 persons, set a long-term plan to solve all the problem of the hawker''s in ten years, and take the steps of overall investigating in one year, reorganizing in two years, digestioning in three years, and prohibitting in four years.
