In this movement the WWW functions as a stimulator to accelerate the development of Internet. WWW contains many features like sound, hypertext, hypermedia, animation and information transfer, which could potentially revolutionalize survey design. For a partial test of its power, this research intends to discover whether WWW can replace E-mail as the newest method of performing questionnaire survey.Our objective is accomplished with a quasi-experimental design and random sampling to compare the difference of responses to questionnaires on WWW and those of traditional literal mode on E-mail. We adopt four criteria to measure the questionnaire effects: response rate, duration of data collection, completeness of data, and open-end question answer rate.The surveys have been conducted in the National Chung Cheng University (NCCU) using 900 student subjects. Preliminary findings have also shown the effectiveness of WWW questionnaire over its counterpart on E-mail.
