To ensure every county can perform the traffic enforcement function effciently, we must provide a fair, rational. and complete performance evaluation method. Therefore it is urgent to construct a good evaluation model for traffic enforcement. However, it is difficult to use single criterion to measure police enforcement function. Thus, this paper focuses on studying four measurement aspects which consist of traffic safety, traffic order, traffic fluency and additional performance of traffic enforcement by the use of multi-criteria evaluation techniques. The proposed model with a hierarchy performance feature can evaluate and provide an efficient method to solve traffic enforcement evaluation problem.   Firstly, literature review have been conducted to candidate an extensive performance evaluation indexes. And these indexes are applied to perform interviewing and questionmaire investigations. Secondly, a total of fourteen indexes have been selected representative ones by using DELPH method, and we use fuzzy analytic hierarchy process (FAHP) to decide the weight of the indexes. Based on this above result, we apply the data envelopment analysis (DEA) method to solve the relative city enforcement performance with respect to their local characteristics.Finally, eight different county police bureaus have been chosen as testing example based on 1 to 3 months(1996) traffic enforcement data. The result shows that the proposed model can solve a practical traffic enforcement evaluation problem effectively.
