They are different from the common goods or services which run in the laissez-faire market system. However, from positive concept, our government policy actuallyhas put the public utility into the laissez-faire market system step by step from early 1980's. The key point why our government policy actually puts the public utility into the laissez-faire market system gradually falls in the scholars. Economics has been the leader for a long time in the field of social science in Taiwan, but Taiwanese economists are complete in the myth ofthe paradigm of neoclassical economics. Through this paradigm, all governmentpolicies will be toward the same goal -- economic growth. Like all living things which have their own meanings, characters, features and functions will be reified\monetized\commoditized through the laissez-faire market system, there are no exceptions for the policy of public utility being one of the government policies. From normative concept, the theoretic fundation for the function and role of the public utility should play constructed by neoclassical economicsis a cyclical logic of no solution: public utility (A point) -> natural monopoly -> market failure -> inefficiency -> nationalization or regulation -> government (B point) -> government failure ->inefficiency ->de- nationalized (=privatized) or de-regulatied (=liberalized) -> market ->public utility (C point). From the no solvable cyclical logic, economists may change the policy of public bytility randomly following his ownidealogy.When the idealogy tends to strengthen the importance of the government, they may select the theoretic fundation from A point to B point. Identically, when the idealogy tends to reduce the importance of the government, they may select thetheretic fundation from B point to C point. Our government has selected the theetic fundation from B point to C point and put the public utility into thelaissez-faire market system gradually from early 1980's. Just as the idea of neoclassical economics, the paradigm of a theory must has the characters beyond time and space. However, from the no solvable cyclical logic, we know how false the theoretic fundation of the function and role of public utility should playthat neoclassical economics constructed , yet the economists in Taiwan cite this valueless or even false theoretic function directly to become our polity of public utility. Accordingto this deep realization, writer give up the thought mode of individualism (atomism) and allocation efficiency and try to develop a theoretic fundation from holistism (institutionalism) and distribution whitch is really beyond time and space. Hope to make public utility match up his true function and role.
