At the advantage of air hub, manufacturing firms in the northern part of Taiwan shall be getting more dependent on the transshipment capability of the CKS International Airport. The firms producing high value-added and timing- oriented goods are the representative of the kind and the re-exportation as well as just-in-time delivery are the major issues to explore. Science Industrial Park plays the major role of the kind that materials, components and semi-products from abroad are value- added to generate products and semi-products for re- exportation by airplane mainly. In the study, firms residing at Hsin-chu Science Industrial Park are chosen for visiting and questionnaires to explore the important factors, such as transportation systems and the facilities, affecting top-managers decision to start business. Combined with government policies and firms'' demand, the study proposes preliminary evaluation results on the feasibility of becoming air-hub, areas for installing hi-tech science industrial park, and potential of building new harbor in the neighborhood of the CKS International Airport. In addition, historical cal data are collected to calibrate regression models for forecasting the amount of goods for re-exportation. The CKS International Airport is chosen for illustration. As the result, the CKS International Airport is the major gateway of re-export goods from Hsin-chu Science Industrial Park and other industries. Transportation condition between factory sites and airport is one of major concerns of firms in general. Most firms prefer the location of duty-free industrial park residing near airport rather than seaport. Although the capacity of Keelung Port is not satisfactory enough, most of manufacturers will be getting more satisfied if port operational efficiency and relevant transportation systems could be improved. besides, part of manufacturers support the concept of building a new harbor near the CKS Airport. It''s found that total amount of goods for re-exportation can be forecast by those factors such as the yearly GDP in Taiwan area, annual average exchange rate of NT dollars to U.S. dollars.
