Content analysis of the li terature and the questionnaire survey research method were employed. The subjec ts of this research were 320 teachers from 32 elementary schools which were set up from 1990 to 1994 in Taipei metropolitan area. Data were analyzed by Pearson product moment correlation and ANOVA. Result of this study were summarized as follows:(1) Those schools at the initial developmental stage were mostly located in newly developed community. Teachers in these schools tended to be younger, more vigorous, more enthusiastic, and more loyal to schools,but less cohesive. (2) Teachers wuth different perceptions of the characteristics of their schools. (3) No particular leadership style was found to have significantly high frequency. However,backgrounds and characterics of principals affected their adoption of leadership style.(4) Principals have high leadership efficacy at the stage.
