Crime has been a urgent problem in the beginning of human society.
Even now it has also become a biggist challenge for a democratic society.
Police ,as a goverment organzination in the first front of discovery of crime,
has a closest relationship with people.
We can say ,whether a country decromatic nor not depends on the degree of
its intervention of the society(people).
Recently in Taiwan, because of police misconducts there are severy cases
happening. Especial the case of Su in 1991 and case of Wang in 1980.
They raise the intrest of arthor to research the source of police power
and how to control it duely.
2. A short history of police
Modern police derive from two main source, the Eglish and continental systems.
The two systems have different view but also influence each other.
Taiwan''s police belongs to the latter and tends to protect not people
but goverment. It easily intervenes human right.
3. Current legel control system and its failure
Human right is the most important idea of law.There are many control mechanics
legelly. But in practice, because of many factors it fails to control.
So there are many misconducts happened.
4. Reconstruct the legel control system
In Charter 5 , the arthor suggests to adjust the law and tries to control more
properly.
5.The future of police activities
By this new system we wish the police will become human right protector
in the future.
