博士 === 國立臺灣大學 === 政治學系研究所 === 85 === The aim of this dissertation is to research the lendings, consultants, and procurement of the agricultural projects and programmes by the theory of Inter national Regime. The Agricultural Regime of Asian Development Bank is define d as "sets of implicit or explicit principles, norms, rules and decision-makin g procedures around which ADB member countries''s expectations converage in the lendings, consultants, and procurements in agricultural area." This study f ocuses at the effects of (A)the political and economic enviroments affect the formation and change of at this regime; (B) the policies of ADB member countri es affects its formation and its change. Beside introduction and conclusion, this dissertation has six chapters. In Chapter One, we study the theory of Int ernational Regime and its Change; Chapter Two focuses the formation of the Agr icultural Regime in 1968. Chapter Three: The Change of this Regime. Then, we s tudy the execution of this Regime, whether change or not in the fourth chapter . Chapter Five is the analysis and evaluation of this Regime from the aspects of econimic development, international cooperation, national interest and this theory. Lastly, in Chapter Six, we expect the economic development and Asian Regional Cooperation.
