Degree conferred:Master DegreeName of student: Tasy Chin-Ren Advisor:Prof.Shih Cheng-Chuan 蔡 金 仁 Abstract: The main purpose of this thesis is to discuss the triangular interactionand diplomatic relationships of Pei-Sung Liao and Hsi-Hsia,Which could notonly from the change to analysize the strategic meaning of the power balancewithin the interaction of the lessons the power balance might give. Strategy and history, in a whole, can be hardly separated,so this thesisresearchs on this topic from the strategic viewpoint. Historical research anddocument analysis are the other two approaches in the study. Except the first and the last chapters,there are five main chapters. Chapter one:Elplaining what the strategy and power balance means. Chapter two: Describing the changing of the strategic relationships amongthe three countyies and trying to know the relationships of Pei-Sung andother countries by describing the historical background of Liao and Hsi-Hsia. Chapter three:Explaining the reason why Pei-Sung Had long been weak. Chapter four:Discussing the Pei- Sung''s strategic consideration to the north and the west. Chapter five:Discussing the strategy Pei-Sung take it coping with Liao andHsi-Hsia. As stated above, although Pei-Sung was a weak state,yet it tried to be inalliance with other countries to make it stronger. However, Pei-Sung as alesson that the best way for guarding a country is to its feet to defend theenemy.
