They have been ongoing since the individual countries responsibility on the departureof the colonial powers.More important, ASEAN defense procurements have been in reponse to various internal and external threats, as well as ,to effect ASEANsecurity Strategy changing . Otherwise, ASEAN total defense procurementsquality, not enough to contend main China arms quality. So ASEAN expansion members numbers to balance ASEAN and main China realitions.Another, We could find from ASEAN organization variation to search forthe Post-Cold War ASEAN how to structure security Strategy 、arms transfers, main accept:1. USA and Russian super power to withdraw from Southeast Asia to shape " power vacuum of Southeast Asia".2. Regional power to countinue super powers make up a deficiency vacuum to emerge.3. ASEAN to implored interest of national and power balance competition arms transfers.otherwise, ASEAN's economic growing to supports members nationalhave capability to arms transfers.
